Gov. Larry Rhoden brought his “Strong, safe and free” mantra to his first State of the State address Tuesday, outlining an agenda pairing property tax relief and law and order with a push to make South Dakota a national security hub.
The Union Center rancher and former lieutenant governor rolled out what he called his “Opportunity Agenda” during a 40-minute speech in which he touted a series of policy proposals he says will keep the state “strong” economically, “safe” from crime and “free.”
