BALTIC – A controversial housing development that has been halted by the City Council will not proceed until the developer signs a development agreement that requires him to meet performance requirements.

Baltic’s council voted Tuesday to resubmit the development agreement to Brian Hefty, who is behind the Grant Park and Phillips Crossing additions in Baltic. Officials say they delivered the same agreement to Hefty in November. They were met with lawsuits.

“It’s spring and it’s time to build,” Mayor Deborah McIsaac said. “They have a development agreement before them so we can move forward.”
