It wasn’t that long ago that Rapid City voters were signing petitions to vote on the massive $125 million Libertyland Tax Increment Financing (TIF) District.
Fearing the loss of taxpayer financing for his private enterprise, the developer launched an advertising blitz called “Decline to Sign” — an attempt to convince people not to exercise their freedom to petition their government. It didn’t work. More than 5,000 signatures were gathered — twice the amount required. We go to the polls Jan. 20.
