Sheriff Mike Milstead: parolees driving Minnehaha County Jail population
Jail on verge of needing to open expansion space to house growing daily inmate population
The Minnehaha County Jail population is tipping closer to the point that officials will need to begin opening additional bed space, requiring more staffing, Warden Mike Mattson warned county commissioners Tuesday.
Much of that demand, added Sheriff Mike Milstead, is being driven by parolees who committed new crimes.
The jail’s average inmate population increased from 506 in 2024 to 530 in 2025. That population has been nearing the mark where the jail would need to open Unit Control Three, which has sat unused since the jail was expanded in 2020 with 320 additional beds.
