Where’s the line between individual rights and collective rights?

That was a question South Dakota lawmakers confronted in their second week of the legislative session when they took up a bill on fireworks.

Societies of recent centuries have grappled with it to varying degrees. Totalitarian regimes generally don’t recognize individual rights at all. Western democratic Republics attempt to maximize individual rights to a point. That point is a moving target, depending on who you talk to.
