‘Nibbling around the edges’: South Dakota leaders concede limited progress on tax relief

PIERRE — Another run at property tax relief at the South Dakota Capitol is nearing completion without any consensus on how to deliver on a widely held policy ambition among state lawmakers.

From offsetting annual tax bills for home and business owners in South Dakota with a variety of sales tax tinkering to placing spending caps on the cities, counties and schools spending those revenues, the 101st legislative session brought another round of measures to the state House. And like last year, the posturing around dozens of proposals is likely to persist until legislators head home in March.
