Lincoln County commissioners capped insurance on their new justice center at $30 million Thursday, accepting a potential rebuilding shortfall to save an estimated $19,000 annually.

The Oct. 29 vote was 4-1, with Chair Tiffani Landeen opposed. The limit falls $9 million below the South Dakota Public Assurance Alliance’s $39 million valuation. Executive Director Lynn Bren described that valuation as materials only, excluding labor.

If covered damage exceeded $30 million, the county would pay the difference while still owing its construction debt. Full replacement coverage would allow claims above the building’s listed valuation, subject to the county’s higher limit covering multiple properties.
