There is considerable disagreement about what Amendment I would mean for Medicaid expansion in South Dakota. Supporters argue that it would simply give state leaders flexibility to reconsider Medicaid expansion if federal funding changes in the future. However, the South Dakota attorney general’s explanation clearly states that if the federal matching rate falls below 90 percent, Medicaid expansion coverage would end.
The critical question before voters is not whether federal funding will change. None of us can know that with certainty. The question is what happens if it does.
