Action 40028
DeeAnn Konrad, Community Relations Coordinator, presented the District Demographics report as follows (MRF #20083):
Every child deserves a quality public school education, and the staff of the Sioux Falls School District stand ready to deliver with engaging coursework, real-world experiences, and a strong belief that students can become whatever they dream to be. This work, and all decisions made in the District, is centered in five identified priorities: Academic Success, Staff and Student Well-Being, Community Engagement, Staff Excellence and the Effective Use of Resources.
The annual demographic report contains key information regarding the successes and challenges. Public school enrollment is declining nation-wide, driven largely by lower birth rates and shifts in federal immigration policies. Enrollment in Junior Kindergarten through 12th grade is 23,759 - down 301 students over the previous year following 172 fewer students the year prior. Another 850 preschool age children receive foundational skills and early intervention services to prepare them for kindergarten.
Diversity among students continues its trend of moving 1-2% each year with 46.3% of students reporting a diverse background. Approximately 46.2% of students qualify for the Free/Reduced Price Meal Program. Many more are just missing the federal poverty level and are receiving assistance in paying for meals thanks to generous community donations to the Angel Fund.
Special education needs continue to rise among students with 4,437 students - or 17.8% of the overall population - qualifying to receive additional support in the classroom as outlined by Individualized Education Plans (IEPs). Accommodations to ensure equitable access to the learning environment are made available to 3,023 students on 504 Plans.
More than 3,600 staff members support student success in a variety of positions, and more than half - 1,936 of them - are serving as classroom teachers. Of those teachers, 66% have earned a Master’s degree or higher.
Academic measures of success remain strong with district achievement marks ranking higher than state and national averages.
A motion was made by Elizabeth Duffy and seconded by Dawn Marie Johnson four (4) votes “yes” on roll call acknowledging the District Demographics report.
Action 40029
Doug Morrison, Data Services Director, presented the K-12 Fall Enrollment report as follows (MRF #20084):
The final 2026-27 fall enrollment for the Sioux Falls School District (SFSD) is 23,759 students in Junior Kindergarten through grade 12. This is 301 fewer students (1.3% less) than the final 2025-26 count of 24,060. Including Pre-K, total enrollment is 24,610, down 344 students. Base K-12 enrollment (excluding Junior
Kindergarten) is 23,666, which is 181 students below the Day 4 preliminary count, a smaller post-Day 4 drop than last year’s 234. Base K-12 enrollment is also
249 students (1.0%) below budgeted projections, with kindergarten accounting for 148 of that difference. Historically through 2020-21, the SFSD has grown at a rate of 1.6%. Enrollment growth has slowed over the past five years and is now showing a slight decline. Kindergarten enrollment is 1,681 students, 41 fewer than last year and the fifth consecutive annual decline since a high of 2,007 in fall 2021. Junior Kindergarten enrollment increased by 10 students to 93. Elementary (K-5) enrollment is down 181 students (1.6%). A key driver is the difference in the size of the classes entering and leaving elementary school; last year’s fifth-grade class that moved to middle school was 114 students larger than this year’s incoming kindergarten class. Centrally-located elementary schools saw the largest decline (123 students fewer, which is 4% less).
Middle school (grades 6-8) enrollment is down 29 students (0.5%), and high school (grades 9-12) enrollment is down 100 students (1.3%). Open enrollment into the District continues to grow, increasing by 88 students (8.5%) to 1,121, primarily from neighboring districts. Overall, grade-to-grade flow rates are similar to last year. Funding enrollment is 23,858, which is 279 fewer than 2025-26.
A motion was made by Dawn Marie Johsnon and seconded by Elizabeth Duffy four (4) votes “yes” on roll call acknowledging the K-12 Fall Enrollment report.
Action 40030
