FINDING OF NO SIGNIFICANT IMPACT
TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS
As required by guidelines for the preparation of environmental impact statements, an environmental review has been performed on the proposed Clean Water State Revolving Fund action below:
PROJECT: Water Reclamation Facility Expansion: Primary Clarifier Expansion
LOCATION: Minnehaha County, South Dakota
PROJECT NUMBER: C461232-51
TOTAL COST/SRF SHARE: $51,900,000.00
The City of Sioux Falls is proposing to demolish the existing primary clarifier facility and construct a new one at the proposed site at the water reclamation facility. The new facility will consist of three clarifiers with 95-foot diameters and 15-foot side water depths, with baffling. In addition to the new clarifiers, the site will have a new primary influent splitter structure, a new primary effluent splitter structure, a new PC sludge pumping building, new influent piping, new sludge and scum piping, and new effluent piping.
The proposed project is in east South Dakota within Minnehaha County. The proposed project corridor is near the town of Sioux Falls, SD. The corridor surveyed is located within the Lower Big Sioux Archaeological Region as outlined in the South Dakota State Plan for Archaeological Resources.
Sioux Falls applied for a $51,900,000.00 Clean Water State Revolving Fund (SRF) loan. The loan will have a rate of 3.75 percent and a term of 20 years. Repayment of the SRF loan will be with system revenues, which will provide the required 110 percent coverage.
The project will not affect any historical or archaeological resources as determined by a Cultural Resources Inventory Survey of the project area. In the event of an archaeological or historical resource being unearthed during construction, work will be stopped and the State Historic Preservation Office will be notified. The project should have no direct or indirect adverse effects on plant life or wildlife. The improvements, if necessary, will be flood-proofed to above the 100-year base flood elevation. The proposed project will not adversely affect wetlands. The United States Department of Agriculture determined that there will be no significant impact on farmland of statewide importance in Minnehaha County, and the Department of Agriculture determined that no further alternatives need be considered.
The review process did not indicate that significant environmental impacts would result from the proposed action. Consequently, a preliminary decision not to prepare an Environmental Impact Statement has been made. This action is taken on the basis of a careful review of the engineering report, environmental information documents, and other supporting data which are on file at the Department of Agriculture and Natural Resources (DANR), Division of Financial and Technical Assistance, Pierre, South Dakota, and are available for public scrutiny at the Sioux Falls city office in Sioux Falls, South Dakota.
Comments supporting or disagreeing with this decision may be submitted to DANRMail@state.sd.us for consideration by DANR. After evaluating the comments received, the department will make a final decision; however, no final administrative action will be taken on the project for at least 30 calendar days after release of the Finding of No Significant Impact.

A RESOLUTION DECLARING THE RESULTS OF THE CITY OF SIOUX FALLS MUNICIPAL RUNOFF ELECTION HELD IN THE CITY OF SIOUX FALLS, SD, ON TUESDAY, THE 23RD DAY OF JUNE 2026.
On Tuesday, the 23rd day of June 2026, a City of Sioux Falls Municipal Runoff Election was held. The purpose of this election was to elect one Mayor and three Council Members for the City of Sioux Falls, SD.
The City Council of the City of Sioux Falls met as the Canvassing Board pursuant to law on Friday, June 26, 2026, at the Carnegie Town Hall, 235 W. 10th St., Sioux Falls, SD, at 8 a.m., to canvass the votes cast for said offices at said Municipal Runoff Election.
Pursuant to the Canvassing Board’s report, candidates for the offices of one Mayor; one At Large Council Member “A” position; one Southeast District position; and one Central District position received the following votes:
For the Mayor of Sioux Falls, four-year term position: Christine Erickson—18,280; Jamie Smith—18,278.
For At-Large Council Member “A,” four-year term position: James Oppenheimer—18,693; Vince Danh—11,990.
For the Southeast District Council Member, four-year term position: Michael A. Crane—4,245; Sara Pankonin—5,027.
For the Central District Council Member, four-year term position: Zach DeBoer—2,822; Zak Okuwe—3,313.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SIOUX FALLS, SD:
That pursuant to the Canvassing Board’s report, Christine Erickson received 49.91 percent of the votes cast at said election and is hereby declared elected to the office of Mayor.
That pursuant to the Canvassing Board’s report, James Oppenheimer received 51.04 percent of the votes cast at said election and is hereby declared elected to the office of At-Large Council Member “A.”
That pursuant to the Canvassing Board’s report, Sara Pankonin received 45.81 percent of the votes cast at said election and is hereby declared elected to the office of Southeast District Council Member.
That pursuant to the Canvassing Board’s report, Zak Okuwe received 49.40 percent of the votes cast at said election and is hereby declared elected to the office of Central District Council Member.
This resolution will become effective upon first publication.

Bidders on this work will be required to comply with Title 40 CFR 33 and Executive Order 12138. The requirements for bidders and contractors under this regulation, which concerns utilization of Disadvantaged Business Enterprises (DBE), are explained in the specifications. The DBE goals for participation in this contract in terms of percentage of contract value are as follows: MBE 1.5 percent; WBE 2.4 percent.
Only firms certified at the time of the letting and included on the DBE Directory, will count toward DBE participation.
Davis-Bacon and Related Acts wages apply to this project. All provisions relating to those Acts must be met.
All bidders must be registered in the System for Award Management (SAM.gov), provide their Unique Entity Identifier (UEI), and have an active status.
To be considered a responsive bidder, the bidder must certify to compliance with the American Iron and Steel provision of the Consolidated Appropriations Act of 2014. This certification form may be found on page AIS-21 of the State Revolving Fund (SRF) General Conditions and must be included in the bid proposal.
Please be advised that waivers or exemptions from the American Iron and Steel provision that cite International Trade Agreements DO NOT comply with the Consolidated Appropriations Act of 2014 as it applies to the SRF programs. The low responsive bidder must assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment. Contractors must assure that telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities), and video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities) WILL NOT be supplied for the project.
Your special attention is invited to the attached Bidders Activity Report (BAR), Forms A and B, and Debar-2 form. The BAR form must be completed and submitted with your bid proposal, along with either Form A or Form B, and Debar-2 form. Failure to submit the Form BAR, appropriate form A or B, and Debar-2 form will cause the bid to be rejected. WATER SERVICE REPLACEMENT
Minnehaha County will be accepting sealed bids for the Minnehaha County Old Courthouse Water Service Replacement project. Specifications and other documents may be obtained from Associated Consulting Engineering, Inc, 340 S. Phillips Ave., Sioux Falls, SD 57104, (605) 335-3720.
Sealed bids will be received at the Auditor’s office 415 N. Dakota Ave, Sioux Falls, SD 57104, until 10:00 a.m. on July 22, 2026. At 10:15 a.m., bids will be publicly opened and read in the Minnehaha County Old Courthouse Museum conference room on second floor. Bids will be presented to the County Commission on or near August 4, 2026, for their consideration.
Bids must be accompanied by a Cashier’s Check payable to Minnehaha County in an amount equal to five percent (5%) of the total amount of the bid, or a bid bond for ten percent (10%) of the total amount of the bid. Bids shall be marked “Minnehaha County Old Courthouse Water Service Replacement”.
