The City of Sioux Falls Housing Division will hold two public hearings on Wednesday, May 13, 2026, at 4:00 and 5:00 p.m. at the Downtown Library, 200 N. Dakota Ave. You may also submit comments to housing@siouxfalls.gov if you cannot attend either public hearing. Accommodations for persons with disabilities will be provided upon request. The purpose of each hearing is to obtain comments from residents, agencies, and other interested parties on unmet housing and community needs in Sioux Falls. This input will be used in the development of the City’s priorities for the 2026 Annual Action Plan, submitted to the U.S. Department of Housing and Urban Development (HUD).
The plan will identify the sources and uses of funds from the Community Development Block Grant (CDBG) Program and the Home Investment Partnerships (HOME) Program. It is estimated that in 2026 the City will receive approximately $1,136,131.00 of CDBG funds and $503,529.96 of HOME funds from HUD. The City also expects to receive approximately $450,000.00 from CDBG program income and $121,244.10 from HOME program income. It is estimated that all these funds will address the needs of the low-income members of our community.
People of low- and moderate-income, people who are homeless, racial and ethnic minorities, people of limited English proficiency, people with disabilities, female-headed households and entities that provide services to these populations are specifically encouraged to attend.

NOTICE OF PUBLIC HEARING
This notice provides the Public the opportunity to examine and comment on the proposed 2026 Action Plan for the City of Sioux Falls for a period of 30 days. The Action Plan lists the proposed activities identified to receive funding from the Community Development Block Grant (CDBG) program and the Home Investment Partnerships (HOME) program in 2026. The U.S. Department of Housing and Urban Development (HUD) requires the jurisdiction to have an action plan before applications can be submitted for future program funding.
The plan will identify the sources and uses of funds from the CDBG program and the HOME program. The City anticipates that in 2026 it will receive approximately $1,136,131.00 of CDBG funds and $503,529.96 of HOME funds from HUD. The City also expects to receive approximately $450,000.00 from CDBG program income and $121,244.10 from HOME program income. These funds will be used to address the needs of the low income members of our community.
The above grant amounts are estimates. The City anticipates that these projects will not cause displacement of existing households.

AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, DECLARING CERTAIN REAL PROPERTY OF THE CITY SURPLUS AND APPROVING OFFER TO PURCHASE.
BE IT ORDAINED BY THE CITY OF SIOUX FALLS, SD:
Section 1. Notwithstanding the provisions of SDCL Chapter 6-13, and pursuant to Section 2.12(7) of the City Charter, the City hereby declares the following property to be surplus property that is no longer necessary, useful, or suitable for the purpose for which it was acquired:
Lot A, Tract 3 Burlington Northern Santa-Fe 4th Addition to the City of Sioux Falls, Minnehaha County, South Dakota;
Lot B, Tract 3 Burlington Northern Santa-Fe 4th Addition to the City of Sioux Falls, Minnehaha County, South Dakota.
Section 2. That it approves the document titled, “Offer to Purchase Real Estate from the City.” That said agreement is attached hereto and made part of this ordinance as if set out in full.
Section 3. That the Mayor is authorized to sign on behalf of the City any and all documents necessary to make the transfer and conveyance of the above-described property to Railyard Holding Company, LLC, a South Dakota limited liability company, pursuant to and subject to all other conditions and terms and as set forth in the Offer to Purchase Real Estate from the City.
Section 4. That Railyard Holding Company, LLC shall pay to the City of Sioux Falls $1,660,940.00 for the above-described property.
Section 5. An appraisal of the above-described property prepared by Elwood & Martin Appraisals, LLC, by Scott Elwood, a person licensed by the state to do fee appraisals, dated January 30, 2024, is recognized as the appraisal for this property and is hereby made a part of this ordinance by reference and is on file with the City Clerk.
Section 6. That the City shall publish this ordinance, without attachments, after its passage. The attachments are on file and available for inspection in the office of the City Clerk.

AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, ESTABLISHING THE TAX INCREMENT REVENUES TO BE COLLECTED AND AUTHORIZING THE PAYMENT OF TAX INCREMENT REVENUES TO RAILYARD HOLDING COMPANY, LLC, IN ACCORDANCE WITH THE DEVELOPMENT AGREEMENT FOR TAX INCREMENTAL DISTRICT NO. TWENTY-EIGHT, CITY OF SIOUX FALLS.
WHEREAS, the City of Sioux Falls has an interest in eliminating blight and in promoting economic development and is authorized pursuant to SDCL Ch. 11-9 to create tax increment districts for such purposes; and
WHEREAS, in order to facilitate the development of certain properties with the following legal descriptions:
415 E. 8th Street (Parcel Number 88983)—Lot A Tract 3 Burlington Northern Santa-Fe 4th Addition to City of Sioux Falls, Minnehaha County, South Dakota;

(the “Project”) that would not otherwise occur solely through private investment in the reasonably foreseeable future, the City Council on Tuesday, April 21, 2026, adopted a resolution, creating Tax Incremental District No. Twenty-Eight; and
WHEREAS, on Tuesday, April 21, 2026, the City Council adopted a resolution to approve the Tax Incremental District Twenty-Eight Project Plan relating to the Project, which includes the payment of reimbursable costs to the developer; and
WHEREAS, the Project Plan is both economically feasible and in conformity with the adopted Shape Sioux Falls 2050 Comprehensive Plan and 2035 Downtown Plan; and
WHEREAS, pursuant to SDCL 11-9-31 et. seq., all tax increments of the District are to be deposited into a special fund of the District (the “Special Fund”); and
WHEREAS, the City is authorized pursuant to SDCL 11-9-34 to enter into agreements to pay project costs, as defined in the Act, out of the positive tax increments produced by the District; and
WHEREAS, pursuant to the Act, the Special Fund may be pledged to secure the repayment of obligations of the District; and
WHEREAS, in order to (i) pay the costs of the Project; and (ii) pay interest and other costs, including legal and other professional fees, the City Council deems it advisable and necessary to pledge the Special Fund to secure the payment of the City’s obligations under the Development Agreement to be entered into by the City and Railyard Holding Company, LLC (the “Development Agreement”), which is attached hereto as Exhibit A;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF SIOUX FALLS, SD, THAT:
Section 1. Authorization and Execution of Development Agreement. In order to pay or reimburse Project costs, the City is hereby authorized to enter into the attached Development Agreement, and incur obligations thereunder, but only to the extent of amounts in the Special Fund from time to time, and to enter into such other documents as necessary in the furtherance of this ordinance.
Section 2. Pledge of Special Fund and System Revenues. As security for its obligation under the Development Agreement, the City hereby irrevocably pledges the Special Fund of the City established pursuant to SDCL 11-9-3 and resolution. The City will only use such funds for the payment of its obligation under the Development Agreement, up to a maximum of $8,000,000 plus interest accruing on the unpaid balance thereof at an annual rate not to exceed 6.00%.
Section 3. No Pecuniary Liability. The City’s obligations under the Development Agreement and the interest due thereon do not and shall never constitute nor give rise to a pecuniary liability of the City, the state of South Dakota, or any of its political subdivisions, or a charge against its general credit or taxing powers, or to the extent permitted by law, any pecuniary liability of any officer, employee, or agent of the City.

A RESOLUTION CREATING TAX INCREMENTAL DISTRICT NUMBER TWENTY EIGHT, CITY OF SIOUX FALLS.
WHEREAS, the City Planning Commission has recommended the creation of Tax Incremental District Number Twenty-Eight, City of Sioux Falls (the “District); and
WHEREAS, the City of Sioux Falls has the authority, pursuant to SDCL § 11-9-2(1), to create the District and define its boundaries; and
WHEREAS, the property within the District meets the qualifications and criteria set forth in SDCL 11-9; and
WHEREAS, the District shall be created upon the effective date of the resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That:
1. The recitals above are adopted and are incorporated herein by this reference as if set out in full.
2. Declaration of Necessity and Enhancement. The City Council declares the necessity for the creation of the District, pursuant to SDCL Chapter 11-9. Further, the City finds that the improvement of the area is likely to significantly enhance the value of substantially all the other real property in the District and is necessary for economic development within the city. Improvements to the District will likely add millions of dollars in assessed valuation and significantly enhance the value of all property in the District.
3. Findings of Economic Welfare. The City Council finds that more than fifty percent (50%) of the property in the District will stimulate and develop the general economic welfare and prosperity of the state through the promotion and advancement of industrial, commercial, manufacturing, agricultural, or natural resources development as defined in SDCL 11-9.
4. Findings of Maximum Percentage of Tax Incremental Districts. The aggregate assessed value of the taxable property in the District, plus all other tax incremental districts, does not exceed ten percent (10%) of the total assessed valuation of the city.
5. Creation of District. There is hereby created, pursuant to SDCL Chapter 11-9, the Tax Incremental District Number Twenty-Eight, City of Sioux Falls (the “District”). The District is hereby created on the day this resolution becomes effective which shall be 20 days after publication.
6. Designation of District Boundaries. The District shall have boundaries as shown and described in Exhibit A.
7. The project shall comply with the City’s adopted 2050 Comprehensive Plan, all City and state ordinances, resolutions, regulations, and codes, the approved Project Plan, and the approved Development Agreement, all as amended from time to time.

The April 13, 2026, regular school board meeting at the Heritage Elementary Board Room, was called to order at 6:00 p.m. by Chairperson Terra Vennard. Dr. Amolins announced two awards: Dr. Vande Kamp, 2026 CTE Region V Postsecondary Professional of the Year, and Tracy Kern, 2026 inductee to the Region V ACTE Hall of Fame. Community Input- One individual addressed the Board regarding advanced programming.

Dr. Conaway presented to the Board the current status and future occupancy and use within the Heritage Buildings. This included showing the locations of the TLC Program, 6-12 Alternative Education Program, STEP Program (18-21 year olds), Sheriff’s Department, Heritage Early Learning, Head Start, Technology, Maintenance, and Custodial offices, Tiger Robotics, Admin Offices, Community Room, Board Room, Community Library, Special Education Offices, Nurse, Teacher Training Center, Community Yoga and potentially Harrisburg Food Pantry. He also shared about ADA discussions that have derived from site visits, with Heritage most likely being the biggest investment. Families will be included in such discussions from their perspective. The Baltic City Council met on April 13 at 7:00 p.m. at City Hall, with Mayor Brian McGreevy presiding. Council members Eric Comes, Nikki Oien, Steve Boeve, and Edward Clark were present, along with Finance Officer, Lauren Utecht and Public Works Supervisor, Paul Osthus, and engineer Justin Heim of ISG.
Brian McGreevy led the meeting in the Pledge of Allegiance.
APPROVAL/AMEND AGENDA
Mayor McGreevy requested to move Agenda Item b. under Finance Office Update to after Claims Payable. Edward Clark made a motion to approve moving Agenda Item b. to go after Claims Payable. Steve Boeve seconded. All ayes, motion carried.
MINUTES

CLAIMS PAYABLE
The Council reviewed the Claims Payable. Edward Clark made a motion to approve the amended Claims Payable, seconded by Steve Boeve . All ayes, motion carried.
Quarter 1 Budget Update
Finance Officer Utecht reported that the City is currently under budget for the first quarter of 2026. General Fund expenditures are at 14.27% of the annual budget. Water expenses are at 22%, while sewer expenses are higher at 41% due to ongoing improvement projects.
PUBLIC TIME
Mike Frerichs came forward and asked who to call if there was a water or sewer emergency and how to get a hold of the City if it were after hours. Plan was made with council to have calls forwarded to Public Works Supervisor and Finance Officer’s cell phones while not during business hours.
Representatives from the Baltic Athletic Association, including Troy Hansen and Jason Skotvold, requested City support for several improvements. Proposed upgrades include new bleachers and awnings at Baltic Heights, a new backstop and bleachers at River Park, and repairs to a shed. Additional requests included installing a concrete pad for seating and adding a smaller practice field for younger players. Estimated costs were discussed, and ISG will explore potential locations for a new field. The Council will review the budget and obtain firm quotes before making a decision at a future meeting.
PUBLIC WORKS UPDATE
Public Works Supervisor Paul Osthus presented options for lagoon treatment, noting the lagoons have not been treated in several years and sludge buildup is increasing. An aeration system was quoted at $53,730, while chemical treatment would be less costly upfront but more expensive over time. As the aeration system was not budgeted for this year, the Council approved $25,000 for chemical treatment and will consider the aeration system in the future.
Osthus also reported that the new electrical panel for the Trailer Park Lift Station has been completed and is expected to be installed within the next few weeks.
FINANCE OFFICE UPDATE
Finance Officer Utecht presented information on family health insurance coverage, noting that surrounding communities typically contribute 50–80%, while the City currently does not cover costs beyond the employee portion. The Council also discussed outdated stipend amounts. Following discussion, the Council approved a motion to cover 50% of family premium costs above the employee portion. Clark made a motion for the City to cover 50% of the amount above the employee premium. Seconded by Steve Boeve; all ayes. Motion carried.
Utecht also presented an update on the City of Baltic’s new website refresh which was included with our yearly contract with Catalis. Pictures were provided of the new website. All agreed that it would be a great update for the City.
LEGAL/COUNCIL/MAYOR UPDATE
Mayor Brian McGreevy and City Attorney Mae Pochop swore in Kyle Koopman, to be a member of the Planning and Zoning Commission.

NEW BUSINESS
Staff Spending Ordinance: Mayor McGreevy gave the first reading to change the Staff Spending Ordinance. It is changing from $1,000 to $500 for department heads.
Mayor McGreevy gave the first reading of an amendment to the Curb Stop Ordinance. The proposed change states that the City will be responsible for the service line from the main up to and including the curb stop, whereas previously the homeowner was responsible.
Justin Heim with ISG proposed updated Building Permit Costs with prices from surrounding cities. The City will look into this and compare numbers and will be discussing it at the next City Council Meeting.
R3 Zoning Ordinance: Mayor McGreevy gave the first reading to the change of the R3 Zoning Ordinance. A copy of this ordinance is available at City Hall during business hours.
ENGINEERING UPDATE
1. Main Lift Station- completed. Justin Heim with ISG asked for approval of Chang Order #1 in the amount of $6,337.49. Steve Boeve made a motion to approve Change Order #1, seconded by Eric Comes, all ayes. Motion carried. Justin Heim also asked for approval of Change Order #7 in the amount of $125,917.90. Edward Clark made a motion to approve Change Order #7, seconded by Eric Comes. All ayes. Motion carried.
2. Transportation Alternative Grant- approved, waiting for next steps on this. No action at this time.
3. 5th Street Improvements- will begin seeding this Spring before closeout.
4. 5th Street Ditch Improvement- Completing final restoration in the spring. Justin Heim requested approval for Pay Application #1 in the amount of $4,495. Eric Comes made a motion to approve Pay Application #1, seconded by Nikki Oien. All ayes, motion carried.
5. Curb & Gutter Improvement: City Parking Lot Curb, 4th Street Width Expansion, St Olaf Street Repair.
Justin Heim gave update that they had 3 bids for this project. Project is awarded to Katzer Concrete in the amount of $44,465, as they were the lowest bid.
6. Facility Plan Proposal- Justin Heim provided the Council with a proposal to progress water and wastewater planning through completion of a facility plan for both water and wastewater. The City will be positioned to make timely upgrades to meet the growing city’s demands and be ready to secure funding through DANR’s SRF Program. The cost for the Water System Facility Plan will be $27,500 and the cost for the Wastewater System will be $30,500. With the total coming to $58,000. Steve Boeve made a motion to approve the Facility Plan Proposal. Seconded by Edward Clark, all ayes. Motion carried.
Executive Session
Oien made a motion to go into Executive Session at 9:35pm, Comes seconded, all ayes, motion carried. McGreevy took the Council out of Executive Session at 9:47pm.

Lincoln County, SD — The Lincoln Auditor’s Office is notifying voters that absentee ballots for the upcoming June 2 Primary Election will not be available on the first day of the absentee voting period.
Under South Dakota law, absentee voting is scheduled to begin 46 days prior to an election pursuant to SDCL 12-19-1.2. However, the candidate petition filing deadline was March 31, as established in SDCL 12-6-4, which determines the final list of candidates to appear on the ballot.
Because ballots cannot be finalized until after the petition filing deadline has passed and candidate eligibility is confirmed, additional time is required for ballot preparation, including certification, layout, programming, proofing, and printing.
This statutory timing results in a brief delay between the start of the absentee voting period and the availability of ballots.
The Auditor’s Office is working diligently to complete this process as quickly as possible. Once ballots are available:
• Absentee ballots will be mailed immediately to voters who have submitted applications
• In-person absentee voting will begin at the Auditor’s Office
• Updates will be shared through the county website, local media, and official communication channels
• “This delay is a function of state law timelines that require final candidate filings before ballots can be prepared,” said Sheri Lund, Lincoln County Auditor. “Our office is committed to ensuring ballots are accurate and available as soon as possible.”
Voters are encouraged to:
• Submit absentee ballot applications early
• Verify voter registration information
• Monitor official county communications for updates
The deadline to request an absentee ballot remains 5:00 p.m. the day before the election, pursuant to SDCL 12-19-2.

COMMISSIONER BRIEFING: Commissioner Betty Otten introduced David Locke, landscape architect with Stockwell Engineering, LLC. Locke presented plans for the development of the Veteran’s Memorial site at the Lincoln County Justice Center. No public input was heard.
MOTION by Betty Otten to authorize the Chair to enter into an agreement for the Lincoln County Justice Center Veterans’ Memorial upon final form approval from the State’s Attorney’s Office, not to exceed $285,000.00. Motion Failed for lack of a second.
COMMISSIONER BRIEFING: Drew DeGroot, Chief Civil Deputy State’s Attorney, spoke to the Board regarding an independent fee evaluation that is required by the FAA. Regulations state that an independent engineering firm audits what Helms and Associates would be charging the County for the airport expansion project to assure there is no unnecessary inflation. The effect of the rules will be to establish the State Apprenticeship Agency (SAA) within the Department of Labor and Regulation, as authorized by Senate Bill 63 (2026). The rules define administrative duties, registration procedures, program standards, review re-quirements, actions involving apprenticeship programs, reciprocity processes, and com-plaint procedures. They align South Dakota with federal apprenticeship requirements un-der 29 CFR Part 29 and allow the SAA to administer, register, oversee, and enforce Reg-istered Apprenticeship Programs requirements at the state level.
The reason for adopting the proposed rules is to implement SB 63 2026 and the rules are required to obtain and maintain recognition as a state apprenticeship agency by U.S. De-partment of Labor (USDOL). Federal recognition will transfer registration and oversight authority from USDOL to the SAA.
Persons interested in presenting amendments, data, opinions, and arguments for or against the proposed rules may appear at the hearing, or mail or e-mail them to South Dakota Department of Labor and Regulation, 123 W.
