PIERRE — The first of what will be a shadow-making volley of arrows aimed at South Dakota’s long-standing approach to government-led economic development missed its mark this week.

And the gridlock it produced in the opening days of the 101st Legislative Session spotlighted a deepening divide between lawmakers, the governor’s office and the state’s business establishment over the proper role of government in commerce.
