Lincoln County and Sioux Falls officials adopted a 25-year growth plan Tuesday after Commissioner Joel Arends used the one-item joint meeting to force a debate over hyperscale data centers.
That resulted in a 3-2 defeat, an accusation of outside talking points and a second vote that set another joint meeting for October.
The governments met to approve the Shape Sioux Falls 2050 Comprehensive Plan for their joint planning area. The county’s agenda listed adoption of the plan as the only regular-business item. It replaces the 2040 plan and guides future decisions involving land use, housing, roads, infrastructure and annexation.
