One thing I appreciate about a good plan is that it provides something to measure against when the decisions get hard.
The City’s Horizon 2035 Downtown Sioux Falls Plan identifies six values for downtown: welcoming for all, connected, growth and development, community spirit, branding, identity and marketing, and quality and design. Those are not just planning words. They are the community’s expectations for what our downtown should become.
