The runoff between Larry Rhoden and Toby Doeden is entering a different phase now. The first round was about introductions. The second round should be about governing. Doeden has spent the last year selling disruption. Rhoden has spent the last year selling stability. Both messages worked well enough to survive. Now comes the hard part: convincing voters what comes next.
