Mayor Paul TenHaken didn’t expect he might have to craft another budget for South Dakota’s largest city.
But prep work by finance staff and department heads on a capital spending plan forecasting $1.1 billion in road work, police cars, fire trucks and quality-of-life projects will give the outgoing mayor a head start if he’s stuck at City Hall through the summer.
