Rhoden vetos bill mandating licensure of agencies providing non-medical home services
Elderly advocates wanted Health Department to license and ensure mandatory training, background checks
Gov. Larry Rhoden vetoed a bill Wednesday that would have required non-medical home agencies to become licensed through the South Dakota Department of Health.
Rhoden, in a letter to lawmakers, said House Bill 1138 requires licensing for agencies that provide routine household services, “casting far too wide a net.”
“Protecting vulnerable South Dakotans is a responsibility I take seriously,” Rhoden said in a release announcing the veto. “But when government regulates, those regulations should be as limited and targeted as possible. I am directing the Department of Health to work with stakeholders to develop a more effective framework that provides meaningful protections without placing unnecessary burdens on those who provide essential services.”
