PIERRE — An activist backed by leaders in the state Republican Party has unsuccessfully attempted to have Amendment H taken off the general election ballot.

Former lawmaker and current GOP activist Jeff Monroe of Pierre submitted an affidavit along with evidence to the South Dakota Secretary of State’s Office late last month asking it to remove the proposed constitutional amendment from the November ballot. Amendment H, if passed by voters, would establish a primary election in which all contestants in a race would compete in a single primary, regardless of political party. The top-two vote getters in the primary would face off in the general election.
