It took about an hour on a mid-August Monday for South Dakota’s parole board to decide the fate of 10 foreign nationals serving felony sentences in state prisons.
But a two-member panel that last month picked who gets out of prison early voted not to parole them into South Dakota communities but instead into the custody of the U.S. Immigration and Customs Enforcement agency.
