NOTICE OF PROPOSED DISADVANTAGED
BUSINESS ENTERPRISE GOAL FOR FEDERALLY ASSISTED PROJECTS FOR FEDERAL FISCAL YEAR 2025
Pursuant to 49 CFR Part 26, the City of Sioux Falls hereby gives notice of its intent to propose an overall percentage goal for participation by Disadvantaged Business Enterprises (DBEs), including Women Business Enterprise (WBE), in federally assisted projects funded by Housing and Urban Development (HUD) and any other funding agency as may be utilized during the federal fiscal year beginning October 1, 2024, and ending September 30, 2025, except the Department of Transportation (DOT) and the Environmental Protection Agency (EPA). Projects funded by the EPA through the State Revolving Fund of the South Dakota Department of Agriculture and Natural Resources carry the State of South Dakota goals, noted below, as required by EPA. The goals for the DOT, noted below, remain in effect for the fiscal years 2025, 2026, and 2027 per the Federal DOT rule change effective March 5, 2010.

Written comments regarding the proposed goal and the manner of its selection may be submitted to the Finance Division until October 1, 2024. Written comments must include the name and address of the person submitting the comment.
There will be a public meeting held in the City Hall Commission Room, 224 W. 9th St., from 10 a.m. to 11 a.m. on September 12, 2024, for any interested party to discuss the DBE goals for federal fiscal year 2025. WHEREAS, pursuant to Resolution No. 86-10, the City of Sioux Falls adopted a resolution of intent to establish the Sioux Falls Convention & Visitors Bureau (CVB) Business Improvement District; and
WHEREAS, pursuant to Ordinance No. 72-22, the City of Sioux Falls amended Chapter 37: Taxation of the Code of Ordinances of Sioux Falls, SD, including the retitle of the Sioux Falls Convention & Visitors Bureau (CVB) Business Improvement District to Experience Sioux Falls Business Improvement District; and
WHEREAS, in accordance with Chapter 9-55 of the South Dakota Codified Laws, the Experience Sioux Falls Business Improvement District has imposed an occupational tax of two dollars ($2.00) per night per rented room for all lodging rooms within the Experience Sioux Falls Business Improvement District to market and promote the visitor industry in the city of Sioux Falls and increase the room night sales of lodging facilities within the Experience Sioux Falls Business Improvement District; and

Section 4. The assessment may be paid in five (5) equal annual installments. If not paid within 30 days after the assessment roll has been filed in the City Finance Office, the assessment or any installment shall be collected with interest in accordance with the procedure provided by SDCL 9 43-89.
Interest on the assessment or installment will be charged and collected in accordance with the law. The rate to be charged will be set by the City Council in the year of assessment.

Section 1. It is necessary to levy and there shall be levied a special front foot assessment fee upon each lot, tract, and parcel of land fronting upon every street and part thereof within the city of Sioux Falls to be used to maintain and repair street surfacing or pavement.
Section 2. There is hereby assessed against each and every lot, tract, and parcel of land fronting upon every street, or part thereof, one dollar ($1.00) per front foot for the year 2025, which shall be apportioned as the assessment for maintaining of street surfacing or pavement, except for such parcels that are exempt by law. Front foot, for the purposes of this resolution, means the actual front of the premises as established by the buildings thereon, record title, and use of the property regardless of the original plat.

SCHOOL BOARD MEETING
The School Board of the Sioux Falls School District 49-5 of Minnehaha County, South Dakota, was called into regular session, pursuant to due notice, on Monday, August 26, 2024, at
5:30 p.m. in the Instructional Planning Center, 201 East 38th Street, Sioux Falls, South Dakota, with the following members present: Nan Kelly, Marc Murren, Gail Swenson, and Vice President, Dawn Marie Johnson, and President, Carly Reiter. Absent: none. Dr. Jane Stavem, Superintendent of Schools, Todd Vik, Business Manager, and Brett Arenz, In-House Counsel, were also present.
DeeAnn Konrad, Community Relations Coordinator, and Dr. Nold, Assistant Superintendent, highlighted a local marketing company Click Rain Inc. who gave their summer interns a special assignment: work with the SF School District to help resolve one of their biggest challenges - getting kids to school. The result is a marketing campaign launching this month. The District has taken many steps to address school attendance issues, including adding attendance liaison positions at six schools in 2023. Earlier this spring, the District felt the need to bolster these efforts by adding marketing support, and reached out to local digital marketing agency Click Rain for help. Over the course of the summer, four interns from both Click Rain and Lemonly met with representatives from the Sioux Falls School District to understand the assignment and make marketing recommendations. The result of their work together is a multimedia campaign with the message “Show Up” that launched on August 22, 2024.

1. Pepsi for High School Beverages, (see PD #3467 and FY25 Legal Publication #4) be awarded to Pepsi for their lowest responsible bids, see contract for unit pricing, and authorizing the Business Manager to issue a contract to be executed by Pepsi (see MRF #19443 and Contracts 24-069; MLB).

Rebecca Wimmer, Coordinator of Community Partnerships and Afterschool Programs, presented the CLC and Summer Program Update as follows (MRF#19448):
The Sioux Falls Community Learning Centers (CLC) initiative, in collaboration with local organizations EmBe, Boys & Girls Club, Volunteers of America, and the YMCA, aims to enhance students’ potential through extended learning, enrichment activities, life-skill development, and family engagement. The program, which completed its first year, successfully served over 1,000 additional students while focusing on reducing barriers for diverse families. Efforts to increase accessibility resulted in a 35% overall growth in student participation, with more than 400 students receiving financial aid—a 50% increase from the previous year. Early indicators show improvements in math, reading, learning behaviors, and school attendance among elementary students engaged in the program. Additionally, the initiative collaborated with over 60 community providers, implemented family listening sessions, and hosted health and wellness fairs, further strengthening community engagement.
Despite these successes, the program faces significant challenges. Staffing limitations have hindered the ability to expand, leaving a waitlist of 320 students who are unable to join. Financial sustainability is another major concern, as the rising costs of care and the exhaustion of federal COVID-19 funds have led to a 7.5% increase in care costs for the 2024-2025 school year. Maintaining a robust scholarship program is critical, particularly at the middle and high school levels, where fees do not cover the full cost of services. The need for increased financial resources remains a pressing issue as the program continues to grow.
Looking ahead, the Sioux Falls Community Learning Centers have identified several opportunities for growth in the upcoming year. The focus will be on enhancing the quality of the elementary program, expanding middle school offerings, and deepening career exposure opportunities in collaboration with District Career Counselors. Family engagement will also be a priority, with plans to increase the frequency and reach of family listening sessions and district engagement events. These strategic initiatives are designed to further elevate program quality and support students and families as they navigate their educational journeys.
