The Sioux Falls City Council may have found a secret passage through the maze and haze to approve a $68 million bond to pay for one outdoor pool and one indoor recreation center.

The council will have its first real vote Tuesday on whether to borrow up to $68 million for the upgrade at Kuehn Park and the new facility at Frank Olson Park.

It’s been a years-long journey that spanned two versions of the council.
