PIERRE — South Dakota voters could decide this fall whether to welcome app-based sports betting into their state.

But before they decide whether the DraftKings and FanDuel of the world should have a place in South Dakota, a measure to put the question to a public vote still faces a pair of legislative hurdles to become reality.
