COUNTERPOINT | Reform without accountability puts public South Dakota at risk

As rehabilitation becomes a central topic at a state level, I feel it necessary to address the larger issue, a correctional system that falls short of its most basic focus, incarceration.
Recent reports show South Dakota ranks amongst the highest in the nation for recidivism — No. 9 to be exact. That number alone concerns me, but what’s even more concerning isn’t just the number of repeat offenders, but the number of violent offenders cycling back through a broken system.
