The Sioux Falls City Council this week acknowledged a political climate in Pierre where lawmakers continue to face calls for property tax reforms and an overhaul of the state corrections system, adopting a list of legislative priorities that no longer calls for state childcare assistance but instead asks lawmakers to address recidivism among the incarcerated and back property tax relief programs statewide.
