A majority of Sioux Falls city councilors will not be attending Mayor Paul TenHaken’s annual State of the City Address Thursday morning.

But rather than their absences being in protest or demonstration, city councilors won’t be going due to a “clerical error” that kept the traditional event from being given proper public notice.
