School districts survive effort to increase voter scrutiny on property taxes
Lawmakers say they are open to extending the timeframe in which voters could collect signatures to refer opt outs

PIERRE – If it wasn’t a bullet that South Dakota school districts dodged Wednesday, it was at least a headache.
A bill that would have required districts to go to voters each time they wanted to opt out on property tax limits fell in the state House Wednesday night. Senate Bill 85 had cleared three of four legislative hurdles, coming close to landing on Gov. Larry Rhoden’s desk.
The bill was heard in the House on a day in which many superintendents visited the Capitol, including Sioux Falls Superintendent Jamie Nold. Nold watched the floor debate from the House gallery. Following the bill’s demise, Nold said he was happy with the outcome, but wondered what might still be coming in the realm of property tax legislation.
