A promise by Gov. Larry Rhoden to bring holistic changes to South Dakota’s maligned corrections system cultivated support for a $650 million men’s prison during a special session last month. And now members of the panel of elected officials, public safety representatives, state leaders and criminal justice experts tasked with helping the governor keep that promise say they want to move quickly to deliver reform.
