RAPID CITY — A former Democratic leader in the South Dakota Legislature came within eight votes Saturday of capturing the Republican nomination for one of the state’s top utility regulatory offices.

Riding populist and anti-establishment sentiment among delegates at the South Dakota Republican Party convention, state Rep. Peri Pourier narrowly fell short in her bid for the Republican nomination for the Public Utilities Commission.
