RESOLUTION NO. 88-25
A RESOLUTION OF THE CITY OF SIOUX FALLS, SD, APPROVING THE COMMEMORATIVE NAMING DESIGNATION, “COMSTOCK GOLF SHOP,” LOCATED IN THE ELMWOOD CLUBHOUSE AT ELMWOOD GOLF COURSE.
WHEREAS, application 2025-18 was submitted by Landscapes Golf Management to commemoratively name the pro shop within the Elmwood Clubhouse at Elmwood Golf Course located at 2604 West Russell Street; and
WHEREAS, the commemorative naming of the “Comstock Golf Shop” does not change the name of the pro shop, but rather respectfully honors Terry and Everett (“Ev”) Comstock, both PGA professionals, members of the South Dakota Golf Hall of Fame, and golf pros (father and son) that combined services at the Elmwood Golf Course spanned over 70 years; and
WHEREAS, Ev Comstock was known as “Mr. Golf” in South Dakota. Ev was a member of the inaugural class to be inducted into the SD Golf Hall of Fame in 1977, as well as the SD Sports Hall of Fame in 1979. Ev was the professional at Aberdeen, Huron, Yankton and Scottsbluff, Nebraska, before becoming the head professional at Elmwood Golf Course in Sioux Falls beginning in 1947. Ev held that position at Elmwood Golf Course for 28 years until he retired in 1975. Ev was the first South Dakotan in the PGA Half Century Club and won his age division (60–64) at the National PGA Senior Championships in 1973. Ev and his wife, Eileen, had seven children, and the Elmwood operation became a family affair. Both of the Comstock daughters, Jeanne and Carol, won SDGA Amateur titles, as did sons Byron, Terry, and David. Ev taught the game to countless players over the years and his impact on golf at Elmwood is immeasurable; and
WHEREAS, Terry Comstock became the 24th person to be inducted into the SD Golf Hall of Fame. Terry’s accomplishments on the golf course include a State High School Championship in 1961 and the SDGA Match Play Championship in 1965. After playing for Indiana University from 1963 to 1965, Terry qualified to play on the PGA Tour in 1967 and played 15 events on the Tour from 1967 to 1969. Terry was the assistant golf professional at Elmwood from 1972 to 1975. In 1976, he became the head professional. Terry formed Dakota Golf Management in 1995 and managed all aspects of the three City of Sioux Falls courses through 2017. Terry developed Willow Run Golf Course with Dave Hanten and was instrumental in the formation of the South Dakota Golf Course Superintendents’ Association, where he was a member of the inaugural class of their Hall of Fame in 2024. Ev and Terry’s dedication to Elmwood and the game of golf is remarkable, and their 70 years of combined leadership have made Elmwood one of the finest municipal courses in the country; and
WHEREAS, on August 20, 2025, the City of Sioux Falls Parks and Recreation Board considered the commemorative naming application and unanimously recommended City Council approval of the commemorative naming designation; and
WHEREAS, a sign will be posted outside of the Elmwood Pro Shop to bring recognition and meaning to the “Comstock Golf Shop.”
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
That in accordance with Chapter 30 of the Code of Ordinances of Sioux Falls, SD, the City approves the commemorative name, “Comstock Golf Shop,” located outside the pro shop entrance within the Elmwood Clubhouse at Elmwood Golf Course.
That the sign shall not be made and installed until the costs associated with installation of the commemorative sign is received from the applicant.
That the commemorative designation shall be permanent as long as those honored in designation maintain the criteria as set forth in the Code of Ordinances of Sioux Falls, SD.
That the commemorative sign, including upkeep, shall be the responsibility of the City.

ORDINANCE NO. 66-25
AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AMENDING REAL PROPERTY BY GIFT AGREEMENT ORDINANCE 98-22.
WHEREAS, the City of Sioux Falls, pursuant to the provision of SDCL Chapter 6-5, by resolution has conveyed without payment the real property in Ordinance 98-22 to South Eastern Development Foundation, a South Dakota nonprofit corporation or another qualified South Dakota nonprofit corporation, subject to the conditions that the real property be used for public, charitable, or humanitarian purposes and accommodations; and
WHEREAS, the City of Sioux Falls and South Eastern Development Foundation wish to amend the Gift Agreement between the City of Sioux Falls and the South Eastern Development Foundation. The amendment shall allow four instead of three single-family housing units on the gifted property.
BE IT ORDAINED BY THE CITY OF SIOUX FALLS, SD:
That the Gift Agreement between the City of Sioux Falls and the South Eastern Development Foundation be amended according to the attached document, allowing four instead of three single-family housing units on the gifted property, is hereby approved.

WHEREAS, a County Lien exists in favor of Minnehaha County and against DPNO 40943; and
WHEREAS, upon review, the Minnehaha County Auditor has determined that one lien entry amount identified as R-File 126575 in the amount of $126,575.00 is incorrect; and
WHEREAS, based upon information and belief, the Minnehaha County Auditor has determined that R-File 126575 should be in the amount of $249.59 instead of $126575.00;
NOW, THEREFORE, BE IT RESOLVED, that after due consideration of the above circumstances and the need to correct the erroneous lien entry amount, the Board of County Commissioners finds it advisable and proper to authorize the Chair of the Board of Commissioners to execute and the County Auditor to attest the following:

HEALTH AND DENTAL INSURANCE PREMIUMS
Carey Deaver, Human Resources Director, presented information regarding the 2026 health and dental insurance premiums. The adjustments for the next year’s premiums consider several factors such as the current year’s claim costs, expected claims, administrative fee increases, stop loss premiums, plan participant numbers, plan design, and health fund reserve goals. Human Resources Director Deaver is recommending a premium increase of 4% for dental insurance and a premium increase of 3% for health insurance. MOTION by Bleyenberg, seconded by Heisey, to Approve 2026 Health and Dental Insurance Premiums. By roll call vote: 5 ayes.
BRIEFING
Leah Anderson, Auditor, provided a briefing regarding proposed policy and procedures related to departmental petty cash as well as a proposed resolution. Discussion followed on proposed procedures for the creation of a petty cash account, reconciliation of petty cash accounts, and for the replenishment of the funds as well as highlights of the proposed resolution.
Susan Beaman, Finance & Budget Officer, presented a briefing regarding the 2025 3rd Quarter American Rescue Plan Expenditures. The Auditor’s Office reported to the US Treasury last quarter expenditures of $470,566.45. The expenditure breakdown is as follows: New positions had an expenditure of $1,954,43; Emergency Response Infrastructure Improvements had an expenditure of $262,393.15; Construction of Addition Courtroom had an expenditure of $12,945.87; Building Ventilation Improvements had an expenditure of $193,273.00. The total APRA expenditures through September 30, 2025, were $37,269,542.42. As of September 30, 2025, $244,472.58 remains for obligated projects.
ANNUAL REVIEW OF OPEN MEETING LAWS
Eric Bogue, Chief Civil Deputy State’s Attorney, provided an annual review of open meeting laws under SDCL 1-25-13. The purpose is to review an explanation of the open meeting laws of the state published by the Attorney General under SDCL 1-11-1 and any other material pertaining to open laws of the state provided by the Attorney General. The Minnehaha County Commission has now completed the review of the open meetings laws and has now complied with SDCL 1-25-13.
