SCHOOL BOARD MEETING

The School Board of the Sioux Falls School District 49-5 of Minnehaha County, South Dakota, was called into special session, pursuant to due notice, on Wednesday, November 19, 2025, at

5:30 p.m. in the Instructional Planning Center, 201 East 38th Street, Sioux Falls, South Dakota, with the following members present: Elizabeth Duffy, Dawn Marie Johnson, Gail Swenson, Vice President Marc Murren, and President Nan Kelly. Absent: none. Dr. James Nold, Superintendent of Schools, Todd Vik, Business Manager, and Daniel Conrad, Assistant Superintendent, were also present.

The purpose of this work session was to provide updates and have general discussion on the following topic:

Daniel Conrad, Assistant Superintendent, went over the Renberg Elementary School Facilities Planning Process. He proposed the following advantages to closing Renberg: reduced time on buses, larger specials (band and orchestra), blended classes, STEM room at Marcella LeBeau, budget savings ($2.6M next year in capital outlay savings), and less travel for Specials Teachers. He discussed the disadvantages as: students who currently open enroll to Renberg, students who are adjacent to Renberg, and the small school setting. As of the 2025-2026 school year, 80 students who currently attend Renberg Elementary live closer to Marcella LeBeau or Laura B. Anderson Elementary schools.

Superintendent Nold addressed the questions and concerns raised during the prior two parent feedback sessions. Projected City growth and possible school boundary changes were also presented. In summary the administrative recommendation was to have the Board vote on the proposed closure of Renberg Elementary School in the first semester of the 2026-2027 school year for the 2027-2028 school year. (Prior to November 30, 2026)

Public Input on the Agenda Items: Tanwá Moit, Joshua Lamar, Lynda Nix, Jeffrey Trainer, and Matt Leiss. All were not in favor of closing Renberg.

LIQUOR LICENSE

Kym Christiansen, Commission Recorder, was present for the scheduled public hearing to consider a liquor license renewal application for MJC Holdings LLC d/b/a Chasers Food and Spirits due to a liquor license compliance check violation that occurred in the current license year. Representatives from MJC Holdings LLC were present for the hearing and stated they held training regarding checking of IDs to ensure that the person is over the age of 21 as well as having the employees pass a test on the training that they receive.

BUILDING PERMIT VALUATION/FEE SCHEDULE

WHEREAS, Minnehaha County has adopted the 2021 Editions of the International Building Code, International Residential Code, and International Existing Building Code; and

WHEREAS, Section 109.2 of the International Building Code, and Section R108.2 of the International Residential Code require the County as the governing authority to establish a permit fee schedule; and

WHEREAS, the permit fees are utilized by the County to administer the International Building Code, International Residential Code, and International Existing Building Code.

NOW, THEREFORE, BE IT RESOLVED that the Minnehaha County Board of Commissioners establishes the following building permit valuation and fee schedule for Minnehaha County:

RESOLUTION AUTHORIZING THE MINNEHAHA COUNTY COMMISSION CHAIR TO EXECUTE DOCUMENTS FOR CLOSING

WHEREAS, on October 7, 2025, the Minnehaha County Commission has agreed to convey to the City of Sioux Falls the following described real property:

Lot H1 in the West 100 feet of Lot 1 in Block 1 of J.L. Phillips Addition to the City of Sioux Falls, Minnehaha County, South Dakota.
