A RESOLUTION INCLUDING CERTAIN CONTIGUOUS TERRITORY WITHIN THE CORPORATE LIMITS OF THE CITY OF SIOUX FALLS, SOUTH DAKOTA.
WHEREAS, there has been presented to the City Council of the City of Sioux Falls and filed with the City Clerk, a Petition in writing signed by the owners and otherwise in compliance with the provisions of SDCL Chapter 9-4, requesting that the territory hereinafter described be included within the municipality; and
WHEREAS, there has been an analysis completed regarding the territory hereinafter described and it has been found that:
1. The property has been properly described and is contiguous to the current city limits.
2. The proposed land uses and densities are generally consistent with the Shape Sioux Falls 2040 Comprehensive Plan.
3. There is access to the major street network along W. 85th Street.
4. Sanitary Sewer is currently available within public rights-of-way.
5. City water is available adjacent to the proposed development.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
It shall be the responsibility of the current or any subsequent owner of said property to validate that the septic system shall be retired within 5 years of annexation, and connection shall be required to the municipal sanitary sewer main approximately 30 feet south of the property line pursuant to City Ordinance 53.015. This should be considered official notice to connect. A permit will be required to construct the service line(s) and can be obtained at the City Engineer’s Office. Subsequently, the following described properties are and the same hereby are included within the corporate limits of the city of Sioux Falls, Lincoln County, SD, and the boundary of the city is hereby extended to include such territory:

Notice is hereby given that the School Board of the Sioux Falls School District 49-5 will conduct a public hearing on the exemption requests for following Administrative Rule:
ARSD 24:28:16:02.01.(3) Eligibility for reciprocity for international educators. The secretary may issue an educator certificate to an international applicant for reciprocity certificate, if the applicant:
(1) Holds the U.S. equivalent of a bachelor’s degree or higher, as shown by a course-by-course credential report of university-level credit completed by an agency approved by the Association of International Credential Evaluators or the National Association of Credential Evaluation Services that states the course title, grade, and number of semester credit hours earned for each course and the U.S. equivalency of the degree earned;
(2) Provides documentation showing completion of a program equivalent to a department-approved educator preparation program; and
(3) Submits:
a. Documentation showing that the applicant holds a foreign educator credential in a teaching field comparable to a field recognized in South Dakota; or
b. Documentation, completed by the superintendent, principal, agency director, or designated personnel officer of the foreign school where the applicant is currently or was previously employed, showing that the applicant has at least three years of experience in the applicant’s certification area within the previous five calendar years.

President Clasemann shared that there is a clear need for additional housing on campus. Future housing options are currently being reviewed and discussed. STC is not permitted to own housing due to state statute, but leadership has been in conversation with various entities to explore all possible solutions.

WHEREAS, Damion Laurelez, the named Defendant in circuit court file 49CRI24-3633, has been provided with court-appointed counsel pursuant to SDCL § 23A-40-6; and
WHEREAS, pursuant to SDCL §23A-40-8, counsel assigned pursuant to SDCL § 23A-40-6 shall be paid by the County where the action is brought for services and for necessary expenses and costs incident to the proceedings; and
WHEREAS, the Minnehaha County Auditor’s Office has received and paid claims associated with the appointment of counsel for Defendant in 49CRI24-3633 in the amount of $27,186.95; and
WHEREAS, pursuant to SDCL § 23A-40-13, the Minnehaha County Auditor filed with the Minnehaha County Register of Deeds each Statement of Claims Paid as a lien against the named Defendant pursuant to SDCL 23A-40-11; and

Carey Deaver, Human Resources Director, provided a briefing on the draft resolution establishing the 2026 Elected Department Head Annual Salaries. Discussion followed on the two main sections of the resolutions which contains the minimum annual base and maximum salaries for each position as well as the proposed pay rates, effective December 20, 2025, for the county officers whose term began prior to the date of the proposed resolution.

Sandy Kinder, Commission Assistant, gave a briefing on the application for compromise of lien DPNO 67347 in the amount of $2,682.03, which represents poor relief and legal services. Commissioner Karsky reported on a recent meeting with various stakeholders on property taxes and an upcoming meeting on the Sioux Metro Growth Alliance.

MOTION by Joel Arends and seconded by Betty Otten to authorize the chair to sign a resolution to modify the County Highway system; WHEREAS, Lincoln County would like to modify its Highway System due to the jurisdictional transfer of a county routes to the City of Tea and a review of the primary county highway system. WHEREAS, the changes in Lincoln County’s Highway System are in accordance with the South Dakota Department of Transportation’s “Policy and Procedures for County Highway System Revisions” adopted 2/1/2020 and SDCL 31-12-2. THEREFORE, BE IT RESOLVED by the Lincoln County Board of Commissioners that the following changes be made to the Lincoln County Highway System. Delete from the Primary County Highway System:
1. 469th Ave., approximately 2660 feet, Beginning at the northeast corner of Section 35, T 100 N, R 51 W, then south approximately 2660 feet.
2. 469th Ave., approximately 5250 feet, Starting at the southeast corner of Section 23, T 100 N, R 51 W, at the intersection of 271st St., then heading north approximately 5250 feet to the intersection of 270th St.
3. 470th Ave., approximately 2400 feet, Starting at the northeast corner of Section 25, T 100 N, R 51 W’ at the intersection of 271st St., then heading south approximately 2400 feet. The routes being deleted from the primary county highway system is due to a jurisdictional agreement to transfer county routes to the city of Tea. BE IT ORDAINED BY LINCOLN COUNTY, SD: Section 1. That Section 155.010 of the Code of Ordinances of Lincoln County, SD, is hereby amended to read: § 155.010 BOUNDARIES OF JOINT AND PLATTING JURISDICTION. (A) The Lincoln County/City of Sioux Falls Joint zoning and platting jurisdiction geographic area shall be geographically portrayed in accordance with the applicable joint jurisdictional boundary delineated in the Official Lincoln County/City of Sioux Falls Joint Zoning and Platting Map. South Dakota State University is looking for firms interested in providing professional Engineering services for the design, bidding, and construction administration for the UNIVERSITY STUDENT UNION MECHANICAL UPGRADES PROJECT (OSE # R0326-17X/DEL) at South Dakota State University in Brookings, South Dakota, 57007.
Services will include a comprehensive systems review, documentation of existing conditions, design development, preparation of bid documents, and construction administration. The project scope will be prioritized based on the findings from the investigation and documentation of facility needs, with construction activities scheduled to occur in multiple phases.
Current considerations include connecting the building to the campus chilled water distribution system (piping connections are already in place within the building), upgrading or replacing air handling units, implementing building control system upgrades, and replacing sanitary piping systems. Additional improvements may be identified and incorporated as part of the ongoing planning process.
Firms wishing to be considered for this project should send a statement of interest that outlines the qualifications and experience as it pertains to this project. Statements of Interest should at a minimum include the following:
1. Specialized expertise, capabilities, and technical competence as demonstrated by the team’s capabilities, proposed approach and methodology to meet the project requirements. (35%)
2. Resources available to perform the work, including any specialized services, within the specified time limits for the project. (15%)
3. Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. (20%)
