NOTICE OF VIDEO LOTTERY PLACEMENT AVAILABILITY
NOTICE IS HEREBY GIVEN BY the undersigned Licensing Specialist of the City of Sioux Falls, South Dakota, that the two (2) video lottery placements held by the City of Sioux Falls will be awarded under a lottery drawing.
All video lottery placement drawing applications shall be made on a form prescribed by the City. All lottery drawing applications shall be submitted in person to the City Licensing Specialist or designee during regular business hours Monday through Friday, beginning at 8 a.m. on Monday, July 21, 2025, through 5 p.m. on Friday, August 1, 2025. The $100 nonrefundable video lottery placement drawing application fee, payable to the City of Sioux Falls, shall accompany the application.
The drawing will place the applicants in the sequential order they will be considered. The drawing will occur at 10 a.m. on Monday, August 4, 2025, in Attorney Conference Room 103, City Hall, 224 West Ninth Street, Sioux Falls, SD. The public is welcome to attend.
Applicants drawn and eligible to continue the process will be notified by email. The email will specifically outline the next steps and the deadline dates that must be met. If an applicant fails to meet any of the deadlines established, they shall be ineligible to continue in the application process, and the next video lottery placement(s) drawing application, in sequential order as drawn, shall be considered.

ORDINANCE NO. 29-25
AN ORDINANCE OF THE CITY OF SIOUX FALLS, SD, AUTHORIZING THE MAYOR TO ENTER INTO A FIRST AMENDED AND RESTATED CONDITIONAL GIFTING AND NAMING AGREEMENT FOR A FUTURE CASH GIFT FOR THE EXPANSION OF THE LEVITT SHELL SIOUX FALLS LOCATED IN FALLS PARK.
WHEREAS, the Sioux Falls Area Community Foundation (the “Foundation”), on behalf of Richard (“Dick”) and Kathleen (“Kathy”) Sweetman (the “Donors”), desires to gift the City a future cash gift for the expansion of the Levitt Shell Sioux Falls to include six offices, community space capacity for approximately 168 seated, which is referred to as the programming room, stage-level production and ground-level storage, a second stage for outdoor event space, along with expanding the green room and renovating three dressing rooms (the “Improvements”); and
WHEREAS, Friends of Levitt Shell Sioux Falls, Inc. (the “Levitt”), on behalf of Jeanelle and John Lust, Dakota State University Foundation, T. Denny Sanford, and various other donors, desires to gift to the City a future cash gift for the construction of the Improvements; and
WHEREAS, the Foundation and the City agreed that one of the conditions of such gift is naming the atrium area to “Sweetman Atrium at the Levitt Shell Sioux Falls” and may be referred to as the “Sweetman Atrium” on any signage, which was approved by Ordinance 03-25; and
WHEREAS, the Levitt and the City agreed that an additional condition of such gift is naming the second stage to the “Lust Family Second Stage at the Levitt Shell Sioux Falls” and may be referred to as the “Lust Family Second Stage” on any signage, which was approved by Ordinance 03-25; and
WHEREAS, the Levitt and the City agreed that an additional condition of such gift is naming the programming room to the “DSU Foundation Room at the Levitt Shell Sioux Falls” and may be referred to as the “DSU Foundation Room” on any signage, which was approved by Ordinance 03-25; and
WHEREAS, the Levitt and the City agree that it desires to re-name the programming room from DSU Foundation Room at the Levitt Shell Sioux Falls to the “DSU Community Room at the Levitt Shell Sioux Falls” and may be referred to as the “DSU Community Room” on any signage, and
WHEREAS, the Levitt and the City agree that an additional condition of such gift is naming the artist hospitality center to the “T. Denny Sanford Artist Hospitality Center at the Levitt Shell Sioux Falls” and may be referred to as the “T. Denny Sanford Artist Hospitality Center” on any signage; and
WHEREAS, Petition No. 2025-01 was submitted by the Levitt to the City to name the artist hospitality center, and Petition No. 2025-02 was submitted by the Levitt to the City to re-name the programming room; and
WHEREAS, the Levitt and the City agree that naming rights for the programming room shall be for a period of twenty (20) years; and
WHEREAS, the Levitt and the City agree that the naming rights for the artist hospitality center shall be for a period of twenty (20) years; and
WHEREAS, on May 21, 2025, the Sioux Falls Parks and Recreation Board considered Naming Petition No. 2025-01, Naming Petition 2025-02, and the proposed “First Amended and Restated Conditional Gifting and Naming Agreement for a Future Cash Gift for the Expansion of the Levitt Shell Sioux Falls Located in Falls Park” and unanimously recommended City Council approval.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF SIOUX FALLS, SD:
Section 1. That the document attached to and made a part of this ordinance entitled, “First Amended and Restated Conditional Gifting and Naming Agreement for a Future Cash Gift for the Expansion of the Levitt Shell Sioux Falls Located in Falls Park,” renaming the programming room as the “DSU Community Room at the Levitt Shell Sioux Falls,” and may be referred to as the “DSU Community Room” on any signage; and referring to the artist hospitality center as the “T. Denny Sanford Artist Hospitality Center at the Levitt Shell Sioux Falls” and may be referred to as the “T. Denny Sanford Artist Hospitality Center” on any signage is approved.
Section 2. That the Mayor is authorized to sign the “First Amended and Restated Conditional Gifting and Naming Agreement for a Future Cash Gift for the Expansion of the Levitt Shell Sioux Falls Located in Falls Park” after it is ratified and executed by the Foundation and the Levitt.

Interim Mayor & Council President Brian McGreevy called the meeting to order at 7:00 PM in the Baltic City Hall, 130 St. Olaf Avenue. Answering roll call were Alderman Edward Clark-Jessen, Interim Mayor & Alderman Brian McGreevy, Alderman Nikki Oien & Steve Boeve. Also in attendance was Finance Officer Lacey Harrington, Public Works Supervisor Ryan Fods and ISG Engineer Justin Heim & Parker Hamann. Absent from the meeting was City Attorney Mae Pochop.
Brian McGreevy led the meeting in the Pledge of Allegiance.
MINUTES
The council reviewed the May 13th, 2025 Regular Council Meeting minutes. Nikki Oien made a motion to approve May 13th, 2025 minutes, Clark-Jessen seconded. All ayes, motion carried.
CLAIMS PAYABLE The Council reviewed the Claims Payable. Clark-Jessen made a motion to approve the Claims Payable, seconded by McGreevy. All ayes, motion carried.

OLD BUSINESS
Veteran’s Memorial – Land Swap
The Baltic School District signed Resolution #2025-04 for the land swap. McGreevy was approved to sign this agreement at the last meeting. This can be found online and by request at the City of Baltic.
NEW BUSINESS
P&Z Meeting for Re-Zone Request Meeting Information
McGreevy wanted to remind everyone of the Planning & Zoning meeting coming up for the Re-Zone Request for 528 Lovely Ave. McGreevy urged anyone who has concerns to voice their opinion at that meeting. If you cannot attend the meeting, citizens may drop a letter off or email the letter to finance@cityofbaltic.com. At that meeting, the P&Z will also be appointing a new member and president.
ENGINEERING UPDATE
Oak & Ash Project – Hamann walked through the remaining items needed to complete the project with Adam from Earthworks. Hamann requested approval of Payment Application #7 for $10,927.51.
Pay Application #7 Clark-Jessen made a motion to approve Pay Application #7 for $10,927.51 for the Oak & Ash Project, Oien seconded, all ayes, motion carried.
Main Lift Station – Hamann gave updates on project plans. Hamann requested approval of Payment Application #3 for $171,256.50.

5th Street Improvements – A pre-construction meeting was had with Black Top Paving, the City of Baltic and ISG. Black Top Paving is planning to start this project on June 23, 2025 which is earlier than planned. They are hoping to be done by July 15th. That road will be closed during construction.
Transportation Alternatives Grant – Hamann gave updates on project plans.
Alderman Nikki Oien made a motion to go into Executive Session at 7:15 pm, Boeve seconded.
Brian McGreevy called the Council back from Executive Session at 7:18 pm.
PUBLIC WORKS UPDATE
Ryan Fods gave updates on summer mowing. Fods discussed possible options for what to use funds from the settlement agreement for. Discussed the need to agrilime as we haven’t applied any for years. The council felt that was something that needed to happen regardless. Clark-Jessen made a motion to approve 4 loads of agrilime up to $10,000 for the fields, McGreevy seconded, all ayes, motion passed. Fods brought concerns about our rubble site. There is garbage, construction trash, etc. being thrown in the rubble site. Discussed possible solutions. Fods will get quotes on fencing/gates.
FINANCE OFFICE UPDATE
Harrington wanted to let the council know that we were averaging around $3-$5 per month in interest, this month we earned $486.23 in interest with the change in interest the City of Baltic was given from First National Bank, so this was a great change.
COMMUNITY RELATIONS UPDATE
Harrington discussed Dog Days details and requested permission to “Paint the Town Yellow” with cornstarch and food coloring, the council and Fods agreed that would be fine.

With no further business to discuss, Clark-Jessen made a motion to adjourn at 7:48 pm. Seconded by Oien, all ayes, motion carried.

WHEEL TAX ORDINANCE
Jacob Maras, Highway Superintendent, was present for the public hearing and gave the second reading of an Ordinance Amendment to Ordinance MC19-91 as Amended Providing for the Imposition, Collection, and Enforcement of a Wheel Tax in Minnehaha County. The proposed amendment would raise the fee for vehicles over 6,000 pounds from $4.00 to $5.00 per wheel not to exceed $60.00.

BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MINNEHAHA COUNTY:
That Section 1 be amended to read as follows:
Section 1.
[Effective until 1/1/2026]
All motor vehicles as defined in SDCL 32-3-1, registered in the County shall have a wheel tax imposed upon each vehicle at a rate not to exceed four dollars per vehicle wheel.
