The School Board of the Sioux Falls School District 49-5 of Minnehaha County, South Dakota, was called into regular session, pursuant to due notice, on Monday, June 9, 2025, at

5:30 pm in the Instructional Planning Center, 201 East 38th Street, Sioux Falls, South Dakota, with the following members present: Marc Murren, Gail Swenson, Nan Kelly, and Vice President Dawn Marie Johnson. Absent: President Carly Reiter. Dr. Jane Stavem, Superintendent of Schools, Todd Vik, Business Manager, and Brett Arenz, In-House Counsel, were also present.

Dr. James Nold, Assistant Superintendent, reported on the spring season for high school sports. Lincoln High School boy’s and girl’s teams took home both state track titles. The Jefferson softball team were state champs. Dr. Todd Novak, from Jefferson High School, spoke about the Connections program and how it prepares incoming freshman for the transition into high school. 462 students are enrolled in Connections, representing almost a quarter of the class of 2029. Elizabeth Jehangiri, Early Childhood Coordinator, reported on the Birth to Three program. This program provides services such as speech language support, occupational therapy, physical therapy, cognitive development strategies, and coaching for parents.

C6. Amendment of Previous School Board Action

a. Rescinding Contract 25-029 (Board Action 39737.B5, Dated 4-14-25) to Sunkota Construction for Anne Sullivan Elementary School – Exterior Masonry Upgrades as they are unable to meet the schedule requirements. We will rebid this in the Fall of 2025 for the Summer of 2026 construction.

C7. Approval of Grant Applications

Authorizing the administration and school board members to execute any and all documents for applications for grant(s), for and on behalf of the District as follows:

a. A $3,100,000.00 grant from the Elevating Literacy Across South Dakota. The funding will be used to implement literacy improvement plans and improve literacy instruction in alignment with the Science of Reading. A majority of the grant will be used to hire two literacy coaches for each level - preschool, elementary, and secondary.

C8. Mark the SD High School Activities Association Ballots

Directing the administration to mark one ballot for each high school see (MRF# 19633) as follows:

a. East River At-Large Runoff Election- authorizing the administration to cast four (4) ballots for Ryan Rollinger, Secondary Principal, Harrisburg.
