The School Board of the Sioux Falls School District 49-5 of Minnehaha County, South Dakota, was called into special session, pursuant to due notice, on Monday, January 27, 20225 at 1:30 p.m. in the Instructional Planning Center, 201 East 38th Street, Sioux Falls, South Dakota, with the following members present: Gail Swenson, Nan Kelly, Marc Murren, Vice President Dawn Marie Johnson, and President Carly R. Reiter Absent: None. Dr. Jane Stavem, Superintendent of Schools, and Todd Vik, Business Manager, were also present. Also present as resource people were Dr. James Nold, Assistant Superintendent, Dr. Kirk Zeeck, Assistant Superintendent, and Becky Dorman, Senior Director of Human Resources.The School Board held a retreat to go over several topics of interest. The Board and the administrators worked on the following items:

OLD BUSINESS
MANAGED SERVICES CONTRACT
Finance Officer Harrington presented two managed service options to the council, recommending staying with Direct Technologies under a revised flat-rate contract to avoid additional charges. The decision was made to table this until the contract has been adjusted.
CITY WEBSITE
Finance Officer Harrington informed the Council that she discovered the city has been paying for two website hosting services, gWorks and GovOffice. GovOffice is set to terminate as of January 31, 2025. Harrington recommended extending GovOffice for another year and seeking a refund from gWorks for onboarding and hosting due to insufficient training and support.
CODE ENFORCEMENT
The Council reviewed this year’s renewal contract for Code Enforcement Specialists. Oien made a moved to approve the new contract for Code Enforcement Specialists, seconded by Steve Boeve. All ayes, motion carried.
SCHOENFISH – ANNUAL REPORT
The Council reviewed the annual contract and scope of work to have Schoenfish compile and file the City of Baltic’s annual report. Oien made a motion to approve the contract, Boeve seconded, all ayes, motion carried.

GRANT PARK UPDATE
Brian McGreevy stated that the Council has been working to complete the settlement agreement that was signed by both parties. This has been tabled until we have a new City Attorney.
ENGINEERING UPDATE
Watermain Looping & Oak & Ash Project
Ryan Fods spoke to Justin Heim today. For the Watermain Looping Project and Oak & Ash, they will be back in the spring to do seeding and restoration.
Main Lift Station
In the next month, there will be a pre-construction meeting to get this process started.
Transportation Alternatives Grant
The board will meet mid or end of February to grant the awards for the TAP grant.
Public Works Update
Ryan Fods is looking at pricing to replace our water meter readers. Each meter reader is about $279.00. Fods is hoping to phase this over 3-4 years, replacing around 100 per year starting next Fall. We should expect to spend around $25,000 per year just on replacing these water meters. Fods is speaking with area vendors regarding overlay and street repairs. Fods also plans to reach out to the City of Sioux Falls on slurry seal. Regarding 5th Street dust, Fods spoke to Double H Paving for a bid. This would cost about $141,000.
Finance Update
Finance Officer Harrington gave the Council an overview of the 2-day audit with Schoenfish.

City Council Board President, Brian McGreevy called the meeting to order at 10:32 AM in the Baltic City Hall, 130 St. Olaf Avenue. Answering roll call were Alderman Steve Boeve, Nikki Oien, and Brian McGreevy. Also, in attendance was Public Works Supervisor Ryan Fods and Finance Officer Lacey Harrington and joining via phone were attorneys Patrick Glover and Mae Pochop from Meierhenry Sargent LLP.

Interim Mayor
Nikki Oien made a motion to appoint Brian McGreevy as interim mayor until the next election in April 2026, Boeve seconded, all ayes, motion passed.
City Attorney
Nikki Oien made a motion to appoint Patrick Glover with Meierhenry Sargent LLP as our City Attorney, Boeve seconded, all ayes, motion passed.
The Council acknowledged they will be looking to appoint someone for both Alderman in Ward 2 as well as President of Planning and Zoning. Attorney Glover spoke to the Council regarding what would be necessary coming up for appointments and elections. Glover also informed the Council that until another Alderman is appointed, two are now considered quorum so any business communications will need to go through Lacey Harrington or Ryan Fods.
Attorney Glover discussed the pending Grant Park Development settlement and stated that the negotiations can continue while looking for the Alderman replacement.

PRESENTATIONS
Staci Jonson, Rachel Shepherd, and Alison Pratt, Lutheran Social Services Family Violence Project, provided an update regarding the Family Violence Project through Lutheran Social Services. The funding received from Minnehaha County provides for individualized assessments, abusive partner intervention groups and case management for individuals that have abuse in their relationships. Our services fall under the pillars of what Lutheran Social Services consider to an effective abusive intervention program: Accountability and Accessibility. The presentation also presented several statistics related to the project for both fiscal year 2024 and the first two quarters of fiscal year 2025.
Lynne Keller Forbes, Southeastern Council of Governments Executive Director, gave a presentation on the Southeastern Council of Governments (SECOG) highlighting the following areas: structure of SECOG, 2024 revenues and dues, project development and funding applications, 2024 funding secured with the assistance of SECOG and return on investment, 2024 funding secured by county and infrastructure return on investment for each county, land use regulations. Finally, the presentation highlighted the coordination of the Metro Planning Organization, Southeastern Development Foundation, and Dakota Business Finance.

AGREEMENT
Jamie Gravett, Juvenile Detention Center Director, requested authorization for the Chair to sign a contract with Guardian RFID for an Inmate Tracking System. The system will track all movements of the youth throughout the facility as well as documenting all safety checks and different activities that the youth are involved in. Guardian RFID is currently being used in the jail. This system will be installed in the facility and will be ready to use when the youth are moved into the new facility. The total cost will be $33,146.25 and has been placed as an owner cost for the project. LEGISLATIVE UPDATE
Meredith Jarchow, Assistant Commission Administrative Officer, provided an update for the 2025 Legislative session. Some important dates to note regarding the Legislative session are January 30 which is the last day for unlimited bill and resolution introduction; February 5 which is the last day for introduction of individual bills and resolutions; and February 6 which is the last day for introduction day of committee bills and resolutions. The briefing went on to summarize the legislation that the Commission Office is following. The briefing included information on the following House Bills (HB) 1050, 1073, 1083, 1085, and 1087. HB 1050 would authorize municipalities to impose a new tax to fund capital improvement projects. HB 1073 is an act to allow an individual registering as a voter to designate optional contact information as not for public inspection. HB 1083 would modify the requirements for obtaining an agricultural processor’s lien. HB 1085 would establish a moratorium on the construction of carbon dioxide pipelines in this state and to declare an emergency. HB 1087 would authorize the recall of county commissioners. The briefing went on to highlight the following Senate Bills (SB) 75, 84, 85, 89, and 90. SB 75 would require an indication of United States citizenship status on a motor vehicle operator’s license or permit. SB 84 would be to extend the timeframe for filing a vacancy on the board of county commissioners. SB 85 would provide property tax relief to certain senior owners of owner-occupied single-family dwellings. SB 89 is an act to repeal the requirement that judicial officers be listed on a separate nonpolitical ballot. SB 90 is an act to clarify provisions regarding tax deeds.

2025 SPRING LOAD LIMITS
LINCOLN COUNTY HIGHWAYS
Please be advised that the Lincoln County Highway Department will be posting the following load limits on designated County roads in accordance with SDCL 32-14-6.
The limits on Lincoln County Highways shall be set at seven (7) Tons per axle, 40 Tons Max, on designated asphalt surfaced highways and six (6) tons per axle on gravel roads during the spring thaw period WHEN load limit signs are in place. This axle weight limit is applicable to trailers and wagons as well as motorized vehicles.
Serious and expensive damage can occur to our highway system if Load limits are exceeded. Load limits will be removed at the earliest possible date, but may stay on through April 30, depending upon weather and road conditions.
Please be advised that the South Dakota Motor Carrier Services have been requested to enforce weight limitations on all Lincoln County Highways and that no overweight permits will be issued.
