NOTICE OF PUBLIC MEETING
FOR THE FACILITY PLAN FOR THE WATER RECLAMATION FACILITY CAPACITY IMPROVEMENTS PROJECT
Sioux Falls, South Dakota: The City of Sioux Falls is proposing the Water Reclamation Facility Expansion Improvements project to increase capacity and improve the existing infrastructure at the Water Reclamation Facility.
The City of Sioux Falls Water Reclamation Facility (WRF) was constructed in phases beginning in 1980, with the final phase completed in 1986. The original facility was designed to accommodate an average daily flow of 13.4 MGD and a peak instantaneous flow of 27 MGD. As part of the 2009 Water Reclamation Facility Master Plan, the capacity of the facility was re-rated with an increase to 21 MGD average flow and 35 MGD peak equalized flow. With future growth of the city, the projected needs for the future of the facility are 30.1 MGD average daily flow and 57 MGD peak flow. In 2018, the Sioux Falls Wastewater Treatment and Collection System Master Plan was completed, which presented a review of the existing collection system and WRF capacities, complete with a recommended phased capital improvements plan. The plan reflects the timing for the following needs: 1) provide reliability due to age and condition and avert risk for failure for the WRF and select lift stations; 2) increase existing and hydraulic capacity for growth for the WRF, collections systems, and lift stations; 3) increase organic capacity for growth at the WRF; 4) meet future growth needs; and 5) improve treatment operations. The WRF currently utilizes four primary clarifiers for the removal of total suspended solids, oil, and grease, reducing the demand for BOD5 in the secondary treatment process. The existing primary clarifiers have been in operation since the early 1980s, and their mechanical equipment is nearing end of life and has been recommended for replacement in the 2018 Master Plan. This public meeting is to inform the public of the project and the intent to submit the project facility plan for the multiple primary clarifier replacement.
The City of Sioux Falls is seeking to borrow up to $51,900,000 from the Clean Water State Revolving Fund for 20 years at a 3.5 percent interest rate for the WRF expansion.
The purpose of the public meeting is to discuss the proposed project list, the proposed financing, and the source of repayment for the loan. The School Board of the Sioux Falls School District 49-5 of Minnehaha County, South Dakota, was called into regular session, pursuant to due notice, on Monday, February 23, 2026, at

D7. Lincoln and Washington High School Orchestra Trip to Atlanta, Georgia
Approving the travel proposal of Lincoln and Washington High School Orchestra to travel to Atlanta, Georgia in February of 2027. While in Atlanta students will participate in a performance with a local Atlanta high school, or have the opportunity to work with the collegiate staff in a clinic at Georgia State University or Emory University. In addition, the students will gain knowledge about diverse artistic traditions and understanding music with historical and social contexts. Students will attend a performance by the Atlanta Symphony/Opera/Ballet, tour the Federal Reserve Bank, Martin Luther King Jr. National Historical Area, National Center for Civil & Human Rights, and a Guided Civil Rights Walking Study. Students will also visit local attractions such as the Georgia Aquarium, Pemberton Place, World of Coca-Cola, and the Atlanta Zoo, all in accordance with Policy/Regulation JJH/JJH-R.

a. A $3,341,406.00 grant from the Office of Head Start. The funding will allow Head Start programming to continue for the 2026-27 school year within the school district for the at-risk (poverty/foster care/homeless) students ages 3-5. Head Start gives these young students preschool experience with focus on cognitive, language, motor, social-emotional, and adaptive skills. These skills better prepare students for kindergarten.

Elizabeth Jehangiri, Early Childhood Coordinator, presented Early Childhood Programming report as follows (MRF #19896):
The Sioux Falls School District’s early childhood program provides high-quality, integrated early learning experiences for 1,000 children from birth to age five. Using the HighScope curriculum and targeted supports in early literacy and social-emotional learning, our early childhood teams prepare children for a confident and successful transition to kindergarten. The program is supported through a blended funding model that maximizes local, state, federal, and community resources to expand access.
Early identification and intervention remain a central focus of the work. During the 2024-25 school year, the District conducted 1,400 developmental screenings and completed 450 comprehensive evaluations. The Birth-3 team supported 100 infants and toddlers with individualized early intervention services delivered in homes and childcare settings. For ages 3-5, more than 300 children with disabilities received specially-designed instruction across 13 elementary schools, guided by individualized plans, delivered by skilled educators, specialists, and support staff who work closely with families to meet each child’s needs.
The District continues to expand access to early learning opportunities. Through a partnership with Sioux Empire United Way, 68 children currently on Head Start and Title I waitlists are able to attend preschool. The District also offers the Learning Adventures program, a parent-pay option serving up 102 children. These combined efforts reflect a coordinated system focused on school readiness, access, and long-term student success for our youngest learners.

Todd Vik, Business Manager, reviewed the administration’s recommended positions on 2026 pending legislation (see MRF #19897) that is currently before the South Dakota legislature and would impact the Sioux Falls School District if enacted into law. Mr. Vik stated that the administration is working closely with the District’s legislators to let them know the District’s position on each of the bills.
Following general discussion, a motion was made by Gail Swenson and seconded by
Dawn Marie Johnson, five (5) votes “yes” on roll call, approving the positions on 2026 pending legislation as presented.

Mayor, Brian McGreevy called the meeting to order at 2:00 pm in the Baltic City Hall, 130 St. Olaf Avenue. Answering roll call were Alderman Eric Comes, Edward Clark-Jessen, Mayor Brian McGreevy, Nikki Oien and Steve Boeve. Also, in attendance was Public Works Supervisor Paul Osthus and Finance Officer Lauren Utecht.
McGreevy led the meeting in the Pledge of Allegiance.
Apprenticeship Mentor
Mayor Brian McGreevy asked for approval to hire a municipal expert with all necessary water and sewer certifications to mentor Public Works Supervisor, Paul Osthus for the 2 year Apprenticeship Program through South Dakota Rural Water. The new hire will be paid $25 an hour for no more or no less than 10 hours a week. The City will then be getting Grants and Reimbursements to help offset these costs, approximately $11,000. Steve Boeve made a motion to approve the new hire at $25/ hour for 10 hours a week. Seconded by Eric Comes, all ayes. Motion carried.
Mayor Brian McGreevy also announced that the Board of Equalization Special City Council Meeting will be held Monday, March 16, 7pm at the Baltic City Hall.
With no further business to discuss, Nikki Oien made a motion to adjourn the meeting at 2:07pm, seconded by Steve Boeve. All ayes, motion carried.

The Minnehaha County Board of Commissioners adopted Ordinance MC16-186-26 on February 24, 2026. This ordinance amended Ordinance MC16-90, the 1990 Revised Zoning Ordinance for Minnehaha County by rezoning the property legally described as: Tract B & Tract C Schreurs’ Addition (Ex. H-1) S½ SE¼ Section 23 T103N-R49W Sverdrup Township, Minnehaha County, SD is hereby rezoned from A1 Agriculture District to the Ransom Planned Development District and the official zoning map referred to in Article 2.04 is amended to include the property in the Ransom Planned Development District.

Work consists of milling the existing surfacing, removing the existing base course, cement treating the sub base layer, placement of new base course, paving 5” of asphalt concrete composite, rumble striping, flush sealing the rumble stripes, and new paint striping. Alternate one would involve using the milled asphalt from this project and mixing with new base course material to a base course specification to use as the new surfacing base course.

This project consists of approximately 616 miles of retracing existing pavement markings and placing pavement markings on newly resurfaced roadways in 14 counties in Southeast South Dakota. Dustin Powers, City of Sioux Falls Business Development Coordinator, presented a briefing on the proposed Tax Increment Financing (TIF) District #27 for Smithfield Relocation. Smithfield is relocating from the current facility to a new state of the art facility in Foundation Park. The proposed TIF is for up to $90,000,000 to be used to directly assist in funding the construction of a wastewater treatment plant and other site improvements. The relocation from the existing facility will allow the Sioux Falls Development Foundation to assume ownership of the existing downtown property. Bob Mundt, Sioux Falls Development Foundation, provided an update related to Foundation Park and Smithfield.

Meredith Jarchow, Assistant Commission Administrative Officer, gave a briefing on the 101st Legislative Session and summarized the legislation that the Commission Office is following and which was provided with the online agenda. Discussion followed on the upcoming important dates and on HB 1034 and the various property tax bills.
