3. There is collector street access to E. 85th Street.
4. Sanitary Sewer is currently available.

That the 2025–2029 Capital Program shall be amended as follows:

Amend the Other Capital Expenditures Program by increasing the budget for the purchase of motor graders in 2025. The estimated increase in cost is $2,400,000 and will not require an increase in appropriations as it will be funded by the Fleet Revolving Fund.

RESOLUTION NO. 112-25
A RESOLUTION AUTHORIZING AN APPLICATION FOR FINANCIAL ASSISTANCE, AUTHORIZING THE EXECUTION AND SUBMITTAL OF THE APPLICATION, AND DESIGNATING AN AUTHORIZED REPRESENTATIVE TO CERTIFY AND SIGN PAYMENT REQUESTS.
WHEREAS, the City of Sioux Falls, South Dakota (“City”), has determined it is necessary to seek grant assistance for the Sioux Falls Household Hazardous Waste Facility (“HHW”) for repairs, renovations, and additional storage project (“Project”);
WHEREAS, said Project will renovate the interior of the facility including floors, tiles, and doors to provide for a better environment for staff and public. Project will include upgrading the loading dock and levelers, and HVAC. Project will include constructing a new storage building adjacent to the facility for additional storage of materials and equipment as more space is needed;
WHEREAS, the City has determined that grant assistance is appropriate for the Project and an application for grant assistance to the South Dakota Department of Agriculture and Natural Resources (“DANR”) Board of Water and Natural Resources Solid Waste Management Program (“Board”) will be prepared; and
WHEREAS, it is necessary to designate an authorized representative to execute and submit the application on behalf of the City and to certify and sign payment requests in the event financial assistance is awarded for the purchase.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF SIOUX FALLS, SD:
1. That the City hereby approves the submission of an application for grant assistance in an amount not to exceed $700,000 of said Project.
2. That the City is hereby authorized to execute the application and submit it to the Board and to execute and deliver such other documents and perform all acts necessary to effectuate the application for financial assistance.
3. That the Mayor and/or Director of Public Works or the Public Works Business Operations Manager are hereby designated as authorized representatives of the City to do all things on its behalf to certify and sign payment requests in the event of financial assistance is awarded for the purchase.

Mayor Brian McGreevy called the meeting to order at 7:00 PM in the Baltic City Hall, 130 St. Olaf Avenue. WHEREAS, South Dakota Codified Law provides for certain statutory minimum annual salaries for the State’s Attorney, Sheriff, Treasurer, Auditor, and Register of Deeds (“County Officers”), absent a resolution from the Board establishing a different annual salary for each official, pursuant to SDCL 7-7-9.1, SDCL 7-7-12, and SDCL 7-12-15; and
WHEREAS, the Board has determined that these statutory minimum annual salaries are inadequate compensation for the duties discharged by these officials in Minnehaha County and that a maximum salary should also be established for each official;
NOW THEREFORE BE IT RESOLVED, by the Minnehaha County Board of County Commissioners:
1. The minimum annual salaries and the maximum annual salaries for County Officers, including individuals duly elected as a County Officer but whose initial term of office has not yet commenced prior to the date of this Resolution and including individuals appointed to fill a vacancy in a County Office, are established and set as follows:

These rates will be calculated and paid in the same manner as other exempt from overtime positions at Minnehaha County to include weeks in which an elected department head begins and ends employment.

Notice is hereby given that the records and books of account of Lincoln County, South Dakota, have been audited by the Department of Legislative Audit for the year ended December 31, 2024, and that a detailed report thereon, containing additional information, is filed with the county auditor of Lincoln County and the Department of Legislative Audit in Pierre, South Dakota for public inspection.
The following findings and recommendations referred to in the report are hereby listed in accordance with the provisions of SDCL 4-11-12.
CURRENT AUDIT FINDINGS AND RECOMMENDATIONS
Cash Internal Control Deficiencies
Finding:
United States General Accounting Office, Government Auditing Standards, 2011 revisions, state:
Internal control serves as a defense in safeguarding assets and in preventing and detecting errors; fraud; noncompliance with provisions of laws, regulations, contracts or grant agreements; or abuse.
We noted the following deficiencies in internal controls in the cash and investment reconciliation process:
• The County did not properly complete a monthly reconciliation of recorded cash and investments to financial institution balances during 2024. This reconciliation process serves to verify the County’s deposits and withdrawals have been properly recorded at the County and is necessary to detect errors in the County’s accounting system or errors made by the financial institutions.
• The Sheriff’s Office did not complete a monthly reconciliation of recorded cash and investments to financial institution balances during 2024. This reconciliation process serves to verify the Sheriff’s Office’s deposits and withdrawals have been properly recorded at the Sheriff’s Office and is necessary to detect errors in the Sheriff’s Office’s accounting system or errors made by the financial institutions.
• The County presented a monthly verification of the treasurer’s accounts to the Board of County Commissioners as required by SDCL 7-10-3. However, the information contained in the presentation contained material errors. This monthly verification serves as a check and balance of the Treasurer’s Office by verifying all cash items and bank accounts in the possession or control of the Treasurer’s Office.
Recommendations:
1. We recommend the County perform a reconciliation of the total recorded cash and investments to the financial institution’s balance of the County’s bank accounts on a monthly basis.
2. We recommend that the Sheriff perform a reconciliation of the total recorded cash to the financial institutions’ balance of the Sheriff’s bank accounts on a monthly basis.
3. We recommend that the County insure that an accurate verification of the Treasurer’s Accounts is presented to the Board of County Commissioners on a monthly basis.
Views of responsible officials:
Recommendation #1 and 2 – We are reconciling the cash accounts.
Recommendation #3 – We have corrected this process.
Financial Reporting Errors
Finding:
The County’s system of internal control designed to provide for accurate preparation of the annual financial report was inadequate resulting in numerous significant reporting errors within the annual report prepared by the County.
Recommendation:
We recommend that the County strengthen internal controls over financial reporting.
