PIERRE — On Friday members of the House State Affairs Committee admitted the need for property tax relief. However, they decided that implementing a sales tax on advertising was not the way to do it.

House Bill 1138 would have allowed the state to take over a larger portion of the state education funding currently paid for with property taxes. It would generate that funding by removing the sales tax exemption on advertising sales and advertising services.
